Full Employment

p1The Brain Fund’s Full Employment Project.

The Brain Fund is currently sponsoring a project to introduce a bill in the U.S. House or Senate that would provide full employment for all citizens. We would start by reclassifying individuals into four categories for the purposes of employment:

• Employed
• Retired
• Disabled
• Self-employed

Those in the first category would be covered by employment insurance carried by their employers in much the same way that unemployment insurance currently works. However, if these individuals are involuntarily separated from employment, they would enter a program in which they would be assigned temporary work and would receive a fair and livable wage throughout their participation in the program.

Companies would benefit from a steady supply of temporary workers to replace staff members on vacation, Family and Medical Leave Act absences or other scheduled leave. Strict safeguards would be put in place to prevent employers from lowering wages for these workers or exploiting the system in other ways. Employees would be guaranteed a living wage while they seek suitable employment in their chosen field. The added productivity generated through continued work and performance of their duties would also provide a welcome boost to the U.S. economy.

This initiative will complement other projects underway at The Brain Fund and will promote a healthier financial climate for college graduates and first-time job seekers in the modern employment marketplace. Our integrated approach to financial stability for college graduates depends in part on stable employment opportunities even for those without steady work in the field for which they have been trained and educated. By promoting federally mandated full employment, The Brain Fund hopes to create a more conducive environment for productivity and added growth in the U.S. job market.
